Board of Education Meeting | Monday, Oct. 7, 2019 | Farnsworth Technology Center

Call to Order

The Board meeting was called to order by the Vice President, Ms. Young, at 7:05 PM.  Ms. Young requested those present to stand and join in the Pledge of Allegiance to the Flag.

Roll Call

    Mr. Shine welcomed everyone and then turned the meeting over to the student representatives.

    Student Representatives

    The student representatives reported on some of the recent events that have happened within the District. Margaret Collins reported that Bradt star students can now eat their lunches on stage as a special privilege and reported that the Maddie’s Mark Run was held on the 28th with a great turnout. Tianna Harris reported that Pinewood Pride and the Cardboard Challenge were some of the Pinewood events that have happened.  Some students also planted plants in the Pinewood Garden. Sophia Sacchetti reported on some special events from Draper and the High School. These included the open houses and the Teen Town at Draper. The last teen town there were over 300 students that attended – the largest turnout in over 5 years. “Start with Hello” week and the Sandy Hook Promise happened at Draper and Make a Difference Day will take place on October 26th.  At the High School, she informed the Board that Ms. Conway became a NYS Master Teacher, and this week is Homecoming Week.  Sophia also reported that there soon will be painted parking spaces for seniors where they can paint their own parking space for the whole year.  Many sporting events were reported and it was noted that the girls’ varsity soccer team is still undefeated.

    Presentations – Bradt & Pinewood Annual Goals

    Mrs. Leslie Smith and Mr. Jason Thompson both gave reports on the 2019-2020 Goals for both Bradt and Pinewood.  They each reported on the 4 Subgoals they will be working on at both schools and the actions they are taking to meet those goals.   They reported on the academic goal to raise expectations and improve academic achievement and then reported the actions they will be taking to meet those needs. They wish to establish a safe and secure environment that facilitates growth through the development of body, mind and character and they wish to have fully prepared graduates.   They also reported on how they will work on reaching the goals set forth to meet those demands.

    Board of Education

    The Board decided to table the discussion of the Proposed Bylaw Amendments & Resolutions for the NYSSBA 100th Annual Convention until the next Board meeting on October 21, 2019 so that they can review the resolutions more thoroughly.

    Mr. Wade Abbott and Mr. Shine updated everyone on the funding situation by the State and also the forums that will be held by invitation only.  They reported that they have reached out for an invitation and are awaiting a response.

    Public Privilege of the Floor

    • Ms. Christina Patterson, a 5th Grade Teacher and MTA President, who resides on Granito Drive in Colonie, spoke about her frustrations over the teachers’ contract and concerns about the financial situation of the District. She compared the Mohonasen teacher salaries to those in other districts, Schalmont and Ballston Spa. She mentioned the 2012 pay freeze that was taken and reported that the morale of the teachers is currently very low.
    • At this time the Board, along with Mr. Shine shared their comments and concerns regarding Ms. Patterson’s statements.
    • Mrs. Escobar spoke on Foundation Aid and the importance of getting the attention of the government to increase the District’s allotment.
    • Mr. Ryan explained the financial status of the District and encouraged anyone who would like to read about the finances to look at the audits on our website.

    New Business

    Instructional

    Request for Approval and Arrangement of Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education

    MOTION made by Mr. McFarland seconded by Mrs. Escobar, that the Board of Education approve and arrange for the recommendations of the Committee on Special Education and Committee on Pre-School Special Education for meetings held on September 19, 20, 23, and October 2, 2019. The motion was passed unanimously, six members present and voting.

    Request Approval for the Girls’ Cross-Country Team to Participate in the Paul Short Run in Landsdale, Pennsylvania on October 4-5, 2019

    MOTION made by Mr. Abbott, seconded by Mr. McFarland, that the Board of Education approve the request for the Girls’ Cross-Country team to participate in the Paul Short Run in Landsdale, Pennsylvania on October 4-5, 2019.

    The motion was passed unanimously, six members present and voting.

    Request Approval for 8th, 9th, and 10th Grade Foreign Language Students to Participate in a Field Trip to Montreal, Canada on May 8-9, 2020

    MOTION made by Mr. McFarland, seconded by Mr. Ryan, that the Board of Education approve the request for 8th, 9th, and 10th grade Foreign Language students to participate in a field trip to Montreal, Canada on May 8-9, 2020.

    Request Approval to Enter into a Contract with Kayla Smith, Physical Therapist, for the 2019-2020 School Year 

    MOTION made by Mrs. Escobar, seconded by Mr. Ryan, that the Board of enter into a contract with Kayla Smith to provide Physical Therapy services to District resident students at a cost of $55.00 per hour, for an estimate cost of $41,250 for the period of September 27, 2019 through June 30, 2020.

    The motion was passed unanimously, six members present and voting.

    Request for Acceptance of Donation from Messiah Lutheran Church

    MOTION made by Mr. Ryan, seconded by Mr. McFarland, that the Board of Education approve the collection of approximately $400 of undergarments donated from Messiah Lutheran Church toward MohonCARES and the Anchor Rooms within the district.

    The motion was passed unanimously, six members present and voting.

    Request For Acceptance of Clothing and Monetary Donation from Life.Church

    MOTION made by Mr.  McFarland, seconded by Mr. Abbott, that the Board of Education approves the collection of $2,800 worth of supplies, clothing, food, and a monetary donation of $15,000 from Life.Church toward the MohonCARES programs within the district.

    The motion was passed unanimously, six members present and voting.

    Request for Approval for Board of Education Members to Attend 100th Annual NYSSBA Convention in Rochester, New York on October 24-26, 2019 

    MOTION made by Mr. Ryan, seconded by Mrs. MacTurk, that the Board of Education members will register to attend the 100th Annual Convention and Education Expo of the New York State School Boards Association to be held October 24-26, 2019.

    After some discussion and explanation from the Board, the motion was passed unanimously, six members present and voting.

    Request for Approval to Enter into a Contract with James McCrum for the 2019-2020 School Year

    MOTION made by Mrs. Escobar, seconded by Mr. Abbott, that the Board of Education enter into a contract with James McCrum to provide TCI training and consultation services to the District at rate $225 per day as a TCI Trainer and at the rate of $30 per hour for any other consultation time, not to exceed $5,000, for the period of October 1, 2019 and continuing through June 30, 2020.

    The motion was passed unanimously, six members present and voting.

    Request to Approve Creation of Administrative School Aide Positions 

    MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar, that the Board of Education approve  the creation of two (2) Administrative School Aide positions under the terms and conditions of the Memorandum of Agreement.

    The motion was passed unanimously, six members present and voting.

    Request for Approval for Re-Appointment of Andrea Pigliavento (Amendment)

    MOTION made by Mr. Ryan, seconded by Mrs. MacTurk, that the Board of Education of the Mohonasen Central School District hereby re-appoints Andrea Pigliavento from the recall list, to an elementary position in the Elementary tenure area, effective October 10, 2019.  Ms. Pigliavento will be reinstated, in the Elementary tenure area, with tenure effective October 10, 2019, and will be credited with all seniority which she accrued prior to be excessed.

    The motion was passed unanimously, six members present and voting.

    Request for Authorization for Emergency Application of Pesticide 

    MOTION made by Mr. McFarland, seconded by Mr. Ryan, that the Board of Education approves the application of pesticide on the Soccer Fields, Varsity/Modified Softball Field Outfields, Varsity/Modified Baseball Fields Outfields

    The motion was passed unanimously, six members present and voting.

                Call to Order

                The Board meeting was called to order again by the Vice President, Ms. Young, at 8:11 PM.

                At this time, Nicole Moslander, a district resident and parent of a Kindergartner at Bradt who resides on Puritan Drive, approached the Board with a few questions.  She had some concerns about the large enrollment in the kindergarten classes. She asked if the board meetings can become public broadcasted due to some parents not being able to attend.  She voiced other concerns about costs of events and salaries. Mr. Shine gave some clarifications and welcomed her to contact Mr. Ruberti who could further answer some of her other concerns, as he was not at the meeting tonight.

                Ms. Young thanked Ms. Moslander for sharing her concerns and expressed some of her personal comments as well.

                Mrs. Escobar asked if Mr. Shine would write an article to be published on our website regarding the Foundation Aide forums.
