Board of Education Minutes | Monday, March 9, 2020 | Farnsworth Technology Center/Mohonasen High School

Call to Order

The Board meeting was called to order by the President, Mrs. Gaglioti, at 6:00 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

Executive Session

MOTION made by Mrs. MacTurk, seconded by Mr. Abbott, that an Executive Session be convened for the purpose of reviewing tenure portfolios. The motion was passed unanimously, six members present and voting.

MOTION made by Mr. Abbott, seconded by Mr. McFarland, that the Executive Session be adjourned at 6:50 PM. The motion was passed unanimously, six members present and voting.

Return to Public Session

The Public Session was called to order by the President, Mrs. Gaglioti, at 7:04 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

Communications-Superintendent

Student representatives Sophia Sacchetti, Tianna Harris, and Margaret Collins updated the Board on several events and activities taking place at each of the schools including; Bradt had Assemblyman Angelo Santabarbara visit while the students made Valentines for Veterans, at Pinewood, a career day was held where 23 guest speakers spoke to students about their jobs, Draper Middle School rewarded 133 students on high honor roll with a donut day and at the High School’s color guard team won 1st place at the regional competitions in Salem, Massachusetts.

Mr. Austin recognized the Winter Athletic Sectional Champions and New York State Public High School Athletic Association participants for their successful winter season. He asked that the boys’ indoor track team, girls’ indoor track team, cheerleading team, swimmer Ben Fusco, and wrestlers’ Clay O’Connor, Camrin Russell, and Jake Deguire and their coaches to stand and be applauded for their achievements.

Ms. Kavanaugh and the school guidance counselors gave a presentation on social-emotional learning and character education. Brenda Riehlman and Amy Stannard spoke about Bradt and Pinewood students, in particularly about the transition from Bradt to Pinewood in 3rd grade. Kyra Grimsley gave the Board some insight into the PEAR Institute assessment that Draper Middle School which found that their top emotional challenges for this age group is optimism, interest in learning, bonding with other students, and reflection. For the High School, Rebecca Pauley spoke about the transition from middle school to high school and some programs they plan put in place to make it easier on students.

Mr. Ruberti updated the Board on the budget, specifically for BOCES, employee benefits and general support (facilities and transportation). He discussed the staffing and budgets of the various departments along with some of the significant cost savings initiatives over the past year. He discussed employee benefits in detail. He specified the projected health insurance rates for the upcoming year. The projection for the self-insured prescription plan for the 2020-21 school year is 0%, which is a significant reduction in the increases we have seen in recent years. He then discussed the Bus Proposition and the two (2) open Board of Education seats that will also be on the ballot along with the budget.

Communications-Board of Education

Mrs. Gaglioti mentioned how much she enjoyed visiting the schools and meeting with faculty and principals at Coffee and Conversation with Mr. Shine. Mrs. MacTurk and Mr. Abbott said Odyssey of the Mind was very successful at the regional competition held at Shenendehowa.

Public Privilege of the Floor

Mr. Bill Sherman told the Board that our athletic teams owe a part of their success to Randy Jerrald and Dave Rickard from the transportation department and Joe Mayo, Director of Facilities.

Old Business

Request for Approval of Second Reading and Adoption of Board Policies
MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar, that the Board of Education approves the second reading of the following Policy and By-Laws:
7440 Student Voter Registration and Pre-Registration
The motion was passed unanimously, six members present and voting.

New Business – Instructional

Request for Approval and Arrangement for the Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education
MOTION made by Mrs. MacTurk, seconded by Mr. Abbott, that the Board of Education approve and arrange for the recommendations of the Committee on Special Education and the Pre-School Special Education for meetings held on November 20, 2019 and January 21, February 6, 24, 26, 27, 28, and March 2, 3, and 4, 2020. The motion was passed unanimously, six members present and voting.

Request Approval for Draper Middle School Science Club Field Trip to the Boston Museum of Science
MOTION made by Mr. McFarland, seconded by Mrs. Escobar, that the Board of Education approve the request for the Draper Middle School Science Club to travel to the Boston Museum of Science for a field trip on June 3, 2020. The motion was passed unanimously, six members present and voting.

Request for Approval for Students to Travel to Adirondack Community College
MOTION made by Mr. Abbott, seconded by Mr. Ryan that the Board of Education approve the request for students to travel to Adirondack Community College on April 7, 2020. The motion was passed unanimously, six members present and voting.

New Business-Business/Personnel

Request for Approval of Annual Fire Inspection Reports
MOTION made by Mrs. Escobar, seconded by Mr. McFarland, that the Board of Education approve the Annual Fire Inspection Reports for all facilities owned by the Rotterdam-Mohonasen Central School District.
The motion was passed unanimously, six members present and voting.

Request for Approval of Memorandum of Agreement with Mohonasen Teachers’ Association Regarding the Retirement Incentive
MOTION made by Mr. McFarland, seconded by Mr. Ryan, that the Board of Education approve the Memorandum of Agreement between the District and the Mohonasen Teachers’ Association regarding the retirement incentive. The motion was passed unanimously, six members present and voting.
