Board of Education Minutes | Monday, Feb. 24, 2020 | Farnsworth Technology Center/Mohonasen High School

Call to Order

The Board meeting was called to order by the President, Mrs. Gaglioti, at 6:30 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

Roll Call

Executive Session

MOTION made by Mrs. MacTurk, seconded by Mr. Abbott, that an Executive Session be convened for the purpose of discussing particular personnel matters. The motion was passed unanimously, six members present and voting.

MOTION made by Mr. Abbott, seconded by Mr. McFarland, that the Executive Session be adjourned at 7:00 PM. The motion was passed unanimously, six members present and voting.

Return to Public Session

The Public Session was called to order by the President, Mrs. Gaglioti, at 7:04 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

  • Administrators Present: Mr. Shannon Shine, Chris Ruberti, and Laurel Logan-King, William Vacca  
  • Others In Attendance: Three faculty members, two students and one district resident

Communications-Superintendent

Mr. Ruberti presented a budget update. He discussed information that had changed since the last presentation including teacher retirements, the final rate for the Teachers’ Retirement System (TRS) and changes in revenue from renting Special Education classrooms to BOCES. Mr. Ruberti then discussed the process of calculating the tax levy calculation and indicated that the calculation this year resulted in a 3.19% increase and estimated the impact on tax payers. He then gave an overview of the proposed bus proposition and let the BOE know that they would need to vote on whether to place the proposition on the ballot at a future meeting.

Communications-Board of Education

Mrs. MacTurk commented that the Mohonasen Color Guard home show was fantastic and the team has done very well at competitions. Mr. Abbott and Mrs. MacTurk added that the Odyssey of the Mind competition would be taking place March 7th at Shenendehowa School.

Public Privilege of the Floor

Leisha Sherman reminded the Board that the Bradt and Pinewood Science Fair would be taking place this Wednesday, 5:30-7:00, at Draper Middle School.

Bill Sherman told the Board that the Girls’ Indoor Track Team is doing very well this season. They are the Colonial Council and Sectional champions.

Stephanie D’Annibale invited the Board to attend a trivia competition with her group “The Masterminds”. The competition takes place Monday at 3:30 at the High School.

New Business – Instructional

Request for Approval and Arrangement for the Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education
MOTION made by Mrs. MacTurk, seconded by Mr. McFarland, that the Board of Education approve and arrange for the recommendations of the Committee on Special Education and the Pre-School Special Education for meetings held on February 3, 5, 7, 10, 12, and 13. The motion was passed unanimously, six members present and voting.

Request Approval for High School Select Choir Field Trip to New York City on Saturday, June 13, 2020
MOTION made by Mrs. Escobar, seconded by Mr. Abbott, that the Board of Education approve the request for the High School Select Choir to travel to New York City for a field trip. The motion was passed unanimously, six members present and voting.

New Business-Business/Personnel

Request for Approval of First Reading of Board Policies
MOTION made by Mrs. MacTurk, seconded by Mr. McFarland, that the Board of Education approves the first reading of the following Policy and By-Laws:
7440 Student Voter Registration and Pre-Registration
The motion was passed unanimously, six members present and voting.

Request for Approval of Health and Welfare Contract with Scotia-Glenville Central Schools
MOTION made by Ms. Young, seconded by Mrs. MacTurk, that the Board of Education approve a health and welfare contract with the Scotia-Glenville Central School District in the amount of $26,296.00 for the 2019-2020 school year. The motion was passed unanimously, six members present and voting.

Request for UPDATED Approval of Memorandum of Agreement with Mohonasen Administrators’ Association Regarding the Retirement Incentive
MOTION made by Mrs. MacTurk, seconded by Mr. Abbott, that the Board of Education approve the Memorandum of Agreement between the District and the Mohonasen Administrators’ Association regarding a specific member’s eligibility for the retirement incentive. The motion was passed unanimously, six members present and voting.

Approved Minutes

MOTION made by Mr. McFarland, seconded by Ms. Young that the Board of Education approve the minutes of February 10, 2020.
The motion was passed unanimously, six members present and voting.

Financial Reports

Financial reports will be reviewed and voted on at the March 9, 2020 Board of Education meeting.
