Board of Education Minutes | Monday, Feb. 10, 2020 | Farnsworth Technology Center/Mohonasen High School

Call to Order

The Board meeting was called to order by the President, Mrs. Gaglioti, at 6:00 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

Roll Call

Executive Session

MOTION made by Mrs. MacTurk, seconded by Ms. Young, that an Executive Session be convened for the purpose of reviewing tenure portfolios. The motion was passed unanimously, five members present and voting.
MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar, that the Executive Session be adjourned at 7:00 PM. The motion was passed unanimously, six members present and voting.

Return to Public Session

The Public Session was called to order by the President, Mrs. Gaglioti, at 7:06 PM. Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

  • Others In Attendance: Mr. Chandler, Mr. Hubbell, Ms. Anderson, Mr. Vacca, Mrs. DeLuca, Mr. Arket, Mrs. Goergen, Mr. Thompson, Ms. Kavanaugh, Mrs. Smith, 12 students in a cappella, three student representatives, eight faculty members, and four district residents

Communications-Superintendent

The a cappella group, 4 Good Measure, preformed a song for the Board. Their director, Nicole Gabriel, told the Board they will compete in the semi-finals in Worchester, Massachusetts on March 21, 2020.

Student representatives Margaret Collins, Tianna Harris and Sophia Sacchetti updated the Board on several events and programs taking place at each of the schools including; at Bradt, there have been numerous positive office referrals, 7 of which were in Mrs. McGuire’s class. At Pinewood, the students held a “Reading Bowl” where classes competed for “touchdowns” for having the most minutes read. Spectrum news spent several hours at Pinewood covering the story and interviewing students about their reading habits and favorite books. Draper Middle School students participated in a play, “Into the Woods”, which was put on by Mohon Masque, Jr. At the High School, the a cappella group, 4 Good Measure, placed 1st in the regional quarter finals and Anthony Mucci won best soloist.

The Draper Middle School Discipline Committee (Mr. Arket, Mrs. Goergen, Mrs. Santabarbara, Ms. Coelho, Ms. Niles, Ms. Degnan, and Mr. VanWie) gave a presentation on discipline measures that have been put in place over the last year and how they have affected referrals and suspensions. Total referrals are down 22.6%, they say largely in part to the Student Turn Around Room (STAR). Students are sent to the STAR room, rather than the office, where they are given the opportunity to change their behavior and return to class.

Communications-Board of Education

Mr. Abbott mentioned that the 3-D Art Show at the High School was fantastic and that the media coverage of Pinewood’s Reading Bowl was great.

Public Privilege of the Floor

Jenna Rossi, a parent of students in Draper and the High School, spoke about her concern about students with behavioral issues at both schools. She added that she was pleased to hear about the changes being made by the Discipline Committee at Draper

Old Business

Request for Approval of Second Reading and Adoption of Board Policies
MOTION made by Mr. Ryan, seconded by Mrs. Escobar, that the Board of Education approves the second reading of the following policies and By-laws:

  • 5672 Information Security Breach and Notification
  • 5681 School Safety Plans
  • 6121 Sexual Harassment in the Workplace
  • 6550 Leaves of Absence
  • 7550 Dignity for All Students

The motion was passed unanimously, seven members present and voting.

New Business – Instructional

Request for Approval and Arrangement for the Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education
MOTION made by Mrs. Escobar, seconded by Mr. McFarland, that the Board of Education approve and arrange for the recommendations of the Committee on Special Education and the Pre-School Special Education for meetings held on January 8, 10, 17, 21, 23, 27, 29, 31 and February 3, 5. The motion was passed unanimously, seven members present and voting.

Request Approval for Mohonasen Indoor Percussion Theatre to Participate in Various Competitions
MOTION made by, Mr. Abbott, seconded by Mrs. MacTurk, that the Board of Education approve the request for the Mohonasen Indoor Percussion Theatre to participate in these competitions. The motion was passed unanimously with seven members present.

Request Approval for Art Students to Participate in a Field Trip to the Whitney Museum in New York City, New York on April 9, 2020
Motion made by Ms. Young, seconded by Mrs. MacTurk, that the Board of Education approve the request for Mohonasen Art Students to visit the Whitney Museum. The motion was passed unanimously with seven members present.

New Business-Business/Personnel

Request Approval of the 2020-2021 School Year Calendar
MOTION made by Mr. Ryan, seconded by Mr. Abbott that the Board of Education approve the 2020-2021 School year calendar. The motion was passed unanimously with seven members present.

Request for Approval of Health and Welfare Contract with Bethlehem Central School District
MOTION made by Mr. McFarland, seconded by Mr. Abbott, that the Board of Education approve a health and welfare contact with the Bethlehem central School District in the total amount of $860 for the 2019-2020 school year. The motion was passed unanimously with seven members present.

Request for Approval of Memorandum of Agreement with Mohonasen Teachers’ Association Regarding Clarification of Retirement Incentive
MOTION made by Mr. Ryan, seconded by Ms. Young that the Board of Education approve the Memorandum of Agreement between the District and the Mohonasen Teachers’ Association. The motion was passed unanimously with seven members present.

Request for Approval to Piggyback on DCMO BOCES Vehicle Bid #2019-121
MOTION made by Mr. Ryan, seconded by Mrs. Escobar, that the Board of Education approve the District’s request to piggyback on the DCMO BOCES vehicle bid #2019-121. The motion was passed unanimously with seven members present.

Request for Approval of Health and Welfare Contract with North Colonie Central School District
MOTION made by Mrs. MacTurk, seconded by Mr. Abbott, that the Board of Education approve a health and welfare contact with the North Colonie Central School District in the total amount of $2,831.20 for four students for the 2019-2020 school year. The motion was passed unanimously with seven members present.

Request Approval to Establish 2019-2020 Non-Resident Tuition Rates
MOTION made by Mrs. Escobar, seconded by Mrs. MacTurk, that the Board of Education approve the following tuition rates for use during the 2019-20 school year:

Grades K-6 Tuition for Regular Ed. Pupil

Request for Approval of Agreement with Inquiry Learning, LLC for Interdisciplinary Consultant Services
MOTION made by Mr. Ryan, seconded by Mrs. Escobar, that the Board of Education approve an agreement with Inquiry Learning, Inc. to provide interdisciplinary consultant services to the Mohonasen Central School District. Total compensation will not exceed $25,000 for all services for the period of September 4, 2019 to August 31, 2020. The motion was passed unanimously with seven members present.
