Board of Education Minutes | Monday, April 22, 2020

Call to Order

The Board meeting was called to order by the President, Mrs. Gaglioti, at 6:30 PM.  Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag. (Meeting was held virtually via Google Meet due to COVID-19 restrictions)

Executive Session

MOTION made by Mrs. MacTurk, seconded by Ms. Young, that an Executive Session be convened for the purpose of discussing personnel matters.  The motion was passed unanimously, six members present and voting.

Return to Public Session

The Public Session was called to order by the President, Mrs. Gaglioti, at 7:06 PM.  Mrs. Gaglioti requested those present to stand and join in the Pledge of Allegiance to the Flag.

  • Others In Attendance: Mr. Vacca and 21 viewers on the public link.

Communications-Superintendent

Mr. Ruberti presented the budget for the 2020-2021 school year.  He discussed the fact that Foundation Aid and Community Schools Aid would be at the same levels as 2019-20 for the District.  This is a reduction of approximately $400,000 from the initial budget proposed by the Governor.  He indicated that the District still planned on going forward with the same spending plan, but would need to increase Appropriated Fund Balance by $400,000 to make up for the reduction in State Aid.  The final proposed budget is $55,780,000, a $1,425,000 and 2.62% increase from 2019-20.  The final budget also includes a tax levy increase of 2.88%, which is within the state calculated Tax Levy Limit formula.

Communications-Board of Education

Mr. Abbott commented on the cancelation of standardized testing for grades 3-8 and asked if Mohonasen would still be eligible for a CSI designation and funding next year.  Mr. Shine responded that if a school is designated as CSI this year it will be also be designated for the 2020-2021 school year as well.

New Business-Instructional

Request for Approval and Arrangement for the Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education

MOTION made by Mrs. MacTurk, seconded by Mr. McFarland, that the Board of Education approve and arrange for the recommendations of the Committee on Special Education and the Pre-School Special Education for meetings held on March 23, 25, 26, 27, 30 and April 1, 2, 6, and 7.  The motion was passed unanimously, six members present and voting.

BOCES Administrative Budget

Annual BOCES vote for the 2020-2021 Administrative Budget

MOTION made by Mrs. MacTurk, seconded by Mr. McFarland, that the Board of Education vote on the following resolution to adopt the 2020-2021 Administrative Budget of the BOCES of Albany-Schoharie-Schenectady-Saratoga Counties:

Resolved, that the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-Saratoga Counties be authorized to expend the sums set forth in the Administrative Budget document in the total amount of $12,193,150 during the school year 2020-2021 and to raise such sum by assessments to component school districts, non-component school districts, other BOCES and other sources as required by law.

The motion was passed unanimously, six members present and voting.

MOTION made by Mr. McFarland, seconded by Mr. Abbott, that the Board of Education approve Dr. John Bergeron to serve a term of three (3) years on the Capital Region BOCES Board of Education.

MOTION made by Mrs. MacTurk, seconded by Ms. Young, that the Board of Education approve Mrs. Nancy del Prado to serve a term of three (3) years on the Capital Region BOCES Board of Education.

Annual BOCES Board of Election

MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar, that the Board of Education approve Mrs. Naomi Hoffman to serve a term of three (3) years on the Capital Region BOCES Board of Education.

After some discussion regarding the candidate’s home county the motion was passed unanimously, six members present and voting.

MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar that the Board of Education approve the minutes of March 23, 2020.

The motion was passed unanimously, seven members present and voting.

Approval of Health and Welfare Contract with North Greenbush Common School District

MOTION made by Mrs. MacTurk, seconded by Mrs. Escobar, that the Board of Education approve the Health and Welfare Contract with North Greenbush Common School District for the 2019-2020 school year in the amount of $468.88.

MOTION made by Mrs. MacTurk , seconded by Mr. McFarland, that the Board of Education approve the acceptance of a monetary donation in the amount of $1,000 from Sonrise Bible Church.

The motion was passed unanimously, six members present and voting.

Approval of Memorandum of Agreement with Mohonasen Teachers’ Association

MOTION made by Mrs. MacTurk , seconded by Mrs. Escobar, that the Board of Education approve a Memorandum of Agreement with Mohonasen Teachers’ Association Regarding Retirement Incentive for a Specific Employee.
